To get an idea how top-tier important Bank Sepah is to the regime: it was one-third of the ransom terms Iran demanded in Obama's 2016 hostage deal. The deal was to give them $1.7 billion in pallets of cash, release or dismiss charges against 21 Iranian terrorists, and lift international sanctions on Bank Sepah.
The regime used that cash and sanctions relief to build the ballistic missiles they've been firing across the Middle East, including at Americans and in the war with Israel, in between proliferating them to Russia, North Korea, the Houthis, Hamas, Hezbollah, Iraqi terrorist proxies, etc.
And of course Obama knew. In 2007 the Treasury Dept. determined Bank Sepah was "the financial linchpin of Iran's missile procurement network," that it "actively assisted Iran's pursuit of missiles capable of carrying weapons of mass destruction," that "since at least 2000, Sepah has provided a variety of critical financial services to Iran's missile industry, arranging financing and processing dozens of multi-million dollar transactions," and that it was the "bank of choice" for the Iranian organization that "oversees all of Iran's missile industries and is the overall manager and coordinator of Iran's missile program."
