In response to the decision by Mr. McNamara, chargé d’affaires of the U.S. Embassy in Colombia, to return for consultations, I am correspondingly calling our Ambassador Daniel García-Peña in the United States back for consultations.
Daniel must come to brief us on the progress of the bilateral agenda to which I committed myself from the beginning of my government:
1. Decarbonization of the economy and energy transition. Electrical interconnection of South America with Panama and North America, to make viable South America’s vast potential for clean energy.
2. Revitalization of the Amazon rainforest and the Chocó biogeographic rainforest to absorb a significant share of the planet’s atmospheric CO₂.
3. A determined offensive against drug trafficking kingpins and their international finances, including Latin America’s greatest current challenge in multinational crime organizations: the self-styled "Narcotrafficking Board," headquartered in Dubai. Today, this multinational syndicate unites Albanian, Italian, Mexican, Colombian, and Southern Cone mafias.
4. An immigration treaty recognizing the United States’ right to accept or refuse visitors, on the basis of human dignity.
5. Cooperation from the U.S. government in developing a reform of the global financial system to enable debt-for-climate-action swaps of up to 25 trillion dollars, with the aim of taking the first decisive step toward decarbonizing the world economy and adapting to the climate crisis.
6. Uniting our efforts to build regional peace, through political and negotiated solutions to the conflicts in Venezuela, Cuba, and Haiti; ending blockades; and intensifying economic, cultural, and political relations in the Greater Caribbean, of which Colombia and the United States are both part. Joining together as Latin America and the Caribbean with the United States in efforts to achieve peace in the Russia–Ukraine conflict, and in the Middle East, ensuring there are two states and two free nations living in peace in the region of Palestine, with a permanent ceasefire and the release of all hostages.
7. Holding the U.S./CELAC Summit.
