Article I, Section 6 of the Constitution states: "The Senators and Representatives shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the United States." This means they must get paid whether or not other parts of the government are funded.
That’s why they don’t care about expediting the situation and getting it done, because it doesn’t even affect them. Maybe it’s time to amend it, I’m sure if they aren’t getting paid, they would be a little more hasty about getting it done.
