Trump can order the non-essential parts of govt to close. Trump can order the Treasury to pay social security and other essential parts of govt.
No court will interfere. The federal courts cannot force Congress to vote to approve funding. So in the meantime, Trump can just operate the minimum needed parts of govt.
I am fine with that for the next 3 years.
Congress doesn't approve any budget or funding, Trump just operates to the minimum govt we need.

But if they hold the line we could lay off 740,000 government workers, defund billions of $$$ to left-wing spending.
And immediately balance the federal budget.
