Argued: April 26, 1988
Decided: June 27, 1988
Primary Holding
Congress may grant authority to the judicial branch to appoint independent counsel without violating the separation of powers, even though the independent counsel are members of the executive branch. Congress also may place restrictions on the removal of agency officials unless this would interfere with the President’s exercise of executive power.
