In the video below - in order to know what someone believed Skinner requires three documents, one document by the subject who wrote what he believed, and two documents written during the subjects lifetime supporting what the subject believed. Skinner said if you don't have these docs, then it's unverifiable.

Professor Quentin Skinner delivered a public lecture at the University of York, on the occasion of the 500th anniversary of the composition of Niccolò Machiavelli's The Prince.
Professor Skinner is the Barber Beaumont Professor of the Humanities at Queen Mary, University of London.
