Defining filibuster
You’ve likely heard the term filibuster before, but not in this context. The most usage of the word today describes a political procedure where one or more members of Congress debate over a proposed piece of legislation so as to delay or entirely prevent a decision from being made on the proposal. The word comes from the Dutch word vrijbuiter (freebooter) and the Spanish filibustero (lawless plunderer) “filibusteros.”
The term was applied to private military adventurers who were then attacking and pillaging Spanish colonies in Central America. This usage of the word to describe a lawless pirate or plunderer best fits the context of these unofficial military operations designed to seize land. It was only towards the later 19th century that the term “filibustering” became common in American English in the sense of “obstructing progress in a legislative assembly.”
