In return, the state (via the Department of Child Safety ) granted Sunshine preferential treatment, including a ~60% rate increase (from $195 to $234 per child/day) after an initial denial and expanded contracts allowing care for 322 children (up from 280).
This yielded Sunshine millions more in state funds annually (e.g., ~$4 million if beds are full). Sunshine was the only provider to receive such a hike under Hobbs’ administration
This a “pay-to-play” scheme violating laws on bribery fraud, conflicts of interest, and procurement codes; racketeering (RICO) has been invoked in legislative letters due to the pattern of donations and contracts
