Each Division has multiple "Sections" where expertise is further refined. Civil Rights has Sections involving Criminal; Voting Rights; Disability Rights; Education; Employment and Employee Rights Litigation; Housing Enforcement; Immigrant Rights; and Special Litigation that deals with state/local law enforcement issues.
There are thousands of civil lawsuits pending on any given day.
There are tens of thousands of criminal cases filed or under investigation every single day.
There are 70 different federal law enforcement agencies across all the Exec. Branch Cabinet Departments who can refer criminal matters to DOJ for prosecution.
This work does not all stop and start over again from scratch with a change in Administrations such that the new AG can decide on Day 1 what gets continued and what gets ended.
Nearly all of it MUST be continued. The staffing only changes at the margins - new supervisors get promoted by the DOJ attorneys largely carry over from one Admin. to the next because the work doesn't change. The priorities might change, but nearly all the ongoing work is continued.
I went through a change in parties in the WH three times:
Bush 41 to Clinton.
Clinton to Bush 43
Bush 43 to Obama.
Leadership changed, enforcement priorities were reorganized, but most of the work was the same.
AG Bondi and the Trump Admin. have suffered through an unprecedented turnover in attorney staff. In some divisions - such as Civil Rights which is the most politically sensitive - the resignation/termination rate was 2/3 or greater.
DOJ is a huge freighter on the ocean with a massive cargo is carries every day.
It is not a speed boat where the person at the controls can turn it around simply by jerking on the wheel.
The Associate Attorney General - the No.3 post in DOJ - wasn't confirmed until after the Govt shutdown.
Only 4 of 15 Assistant Attorney Generals were confirmed prior to the Govt shutdown. These positions run each of the 8 litigation divisions and a handful of other key Offices in DOJ (Office of Legal Counsel, Office of Legislative Affairs, etc.)
