1) @LeaderJohnThune did not want to nuke the filibuster because he wants Republicans to play the moral high ground or whatever.
2) To placate us, he wanted to implement a talking filibuster but has now decided that the Senate has "too much to do" and doesn't want to waste precious floor time with this.
3) He really doesn't want to pass the Save Act at all and is running out the clock.
