James Dolphs Elmore Jr. is in custody and has been indicted for his alleged role in the deaths of 16-year-old Laura Miller and 30-year-old Audrey Cook, two of the women whose bodies were found in 1986. Thank you to @FBIHouston, partners in Galveston, and Texas law enforcement for the great work.
This is the second major decades-old cold case the FBI has helped solve in a matter of weeks - as our investigative teams and in-house Investigative Genetic Genealogy (IGG) team continue to do outstanding work with partners 24/7.
These women and their families deserve justice. This FBI will never stop working to deliver it. More to come.

The plan is part of Operation Not Forgotten, announced yesterday by the Department of Justice. The operation will focus on unresolved cases in Indian Country with a priority placed on cases involving violence against women and children, including those who are missing or murdered.
The FBI's Indian Country program currently has 4,100 open investigations across the country since the start of the 2026 fiscal year.
