The reason this is coming out only now is that California has this crazy "jungle primary" system for electing its governor, there are a bunch of Democrat candidates and only two GOP candidates, so as a result a Republican named Steve Hilton leads in the polls at the moment.
Thus, the Dems need to kick out some of their candidates, and Swalwell is the most vulnerable with these claims, so he is the target.
With the Democrats it's never about what's right, it's only about power.
