Homeland Security Investigations @HSI_HQ - Video: Alibaba Group Holding Limited (Alibaba) — one of China’s largest companies — and its U.S.-based payment processor, AUS Merchant Services Inc. agreed to a $600M non-prosecution agreement July 1 to resolve allegations that they failed to prevent merchants from selling and importing illegal pharmaceuticals, controlled substances, listed chemicals and pill presses into the U.S.
An ICE HSI probe with its @HSTFNCC partners led to Alibaba’s admission that it failed to prevent merchants using its Alibaba(dot)com and AliExpress(dot)com platforms from making about 80,000 product sales, including List I and II chemicals, pharmaceuticals and pharmaceutical counterfeiting equipment.
Alibaba operates one of the world’s largest business-to-business online marketplaces. AUS is a subsidiary of Ant Group, which operates Alipay, one of the largest mobile and digital payment platforms in the world.
Alibaba agreed to pay a criminal monetary penalty of $125 million and to forfeit $200 million. AUS agreed to pay a criminal monetary penalty of $85 million and to forfeit $190 million.
“This non-prosecution agreement, financial resolution and required compliance reforms makes clear that global e-commerce companies must build systems that prevent the sale and distribution of illegal products before they reach the United States and the U.S. banking system,” said ICE HSI Acting Executive Associate Director John A. Condon.

Homeland Security @DHSgov - On July 7, 2026, at approximately 6:50 AM CT, ICE law enforcement attempted to conduct a vehicle stop as part of a targeted enforcement operation to arrest an illegal alien. The driver of the vehicle, Lorenzo Salgado Araujo—an illegal alien from Mexico—attempted to evade arrest. From information we are receiving, he rammed an ICE law enforcement vehicle, refused to follow multiple verbal commands, and weaponized his vehicle in an attempt to run over an ICE law enforcement officer resulting in our officer firing his weapon in self-defense.
The driver was struck, and emergency services were immediately contacted. The driver was transported to the hospital where he passed away from his injuries. DHS-OIG is leading an investigation into the agent-involved shooting. FBI Houston is leading an investigation into the potential assault on a federal law enforcement officer. This is a developing situation, and we will update the public when more information is available.
