It’s the exact same tactic Benjamin Franklin used in 1782 when he demanded the British hand over the entire country of Canada just to scare them into conceding on everything else. It's a tactic older than our country. When a negotiator throws out a number that makes the other side laugh out loud, you don't condemn him. You wait for the laughing to stop, because that's when you get a deal that's very, very good for you.
