Because instead of getting fired for failing upwards in the bureaucracy, government employees rise until they reach a job they’re bad at and stay there (the Peter principle).
Incentives in a private company push bad performers out when they lose the company money. But government doesn’t go bankrupt when it just covers its failures with taxpayer money. Plus, civil service protections.
