The $10 Billion award places a company tied to the Pentagon’s second-ranking civilian official at the center of one of the Army’s largest multi-decade training contracts. However, the arrangement creates a clear appearance of a conflict of interest, especially given Feinberg’s senior position in the department at the Pentagon that oversees acquisitions and the contracting process. The deal’s length, which will be extending well beyond typical political tenures, further intensifies the questions about whether Feinberg’s private financial ties were fully insulated from the decision. Ethics rules and recusal procedures at the Department of War are designed to prevent these types of issues, yet the scale and timing of the award has now left the process open to public skepticism.
