>>195233I emphasized this in my memorandum "Unleashing U.S. Military Drone Dominance," dated July 10, 2025, which clearly stated that lethality will not be hindered by self-imposed restrictions. The same is true for countering adversary drones.
As we continue our quest for Drone Dominance with the world's most lethal unmanned attack platforms, we also must defend the homeland from illicit drone use. Our adversaries are fielding unmanned systems at scale, at speed, and at low cost. They are using them to surveil, disrupt, and attack. We will not answer a fast-moving threat with a slow-moving bureaucracy.
This memorandum streamlines bureaucratic approvals required to acquire, procure, and field C-UAS. This memorandum does not address or affect existing policies and procedures in place for operational use of C-UAS, particularly as applied within the homeland under title 10, U.S. Code, section 130i, nor does it direct anyone to violate the law or compromise the safety of citizens and Service members. This memorandum directs the Department to accept prudent risks, identify approval paths early, staff them fast, standardize them across the Department, and elevate them when they stall.
