China bans paper land deals that drive up hidden local debt

Localities could see fiscal freeze worsen without sales to investment vehicles. China's central government is cracking down on local authorities' use of public investment vehicles to pad thinning revenue from land sales, a practice that is leaving many regions with ballooning off-the-books debt.

Selling usage rights for state-owned land to local government financing vehicles (LGFVs) has been a fiscal lifeline for many cash-strapped cities and provinces, especially as the recent economic slowdown and chill in the housing market has left developers with little appetite to buy more property to build on. But the Finance Ministry in October sent a notice to local governments warning them against artificially inflating their paper revenue by auctioning land off to state-owned companies, raising concerns about further straining local coffers.

Revenue from land sales sank 26% on the year in September, according to the Finance Ministry, accelerating from a drop of more than 10% in September 2021. Because local authorities cannot issue bonds to raise money without approval from Beijing, many have turned to LGFVs to make up for income shortfalls, particularly to fund infrastructure projects. Bids from these state-backed investment companies accounted for 12% of land sales revenue in the first nine months of 2022, according to Zhongtai Securities. In Jiangxi province, where overall land sales over that period fell by half on the year, LGFVs made up 27% of the total, more than any other provinces. Their share of this revenue came to over 15% in Jiangsu, Hunan and Sichuan provinces and the city of Chongqing. At the city level, some local governments relied on LGFVs for nearly 90% of income from land sales. Land purchases by LGFVs serve as a sort of bridge loan. But when these companies borrow money for such deals, that becomes a hidden debt burden ultimately falling on the shoulders of local governments. And locking up land with no plans to build on it harms the finances of LGFVs, which could ultimately force authorities to bail them out.

The Finance Ministry ban on selling to these companies will mean fewer bidders for land use rights, likely further cutting into already reduced revenue. "More local governments could cross" a fiscal line set by the State Council, said a university professor in Beijing who is well acquainted with the land sales issue. The council, China's cabinet, requires local governments whose interest burdens exceed 10% of overall spending to implement consolidation plans, such as spending cuts. Even as revenue has been shrinking, issuance of "special bonds" to fund infrastructure projects has been ramping up amid the central government's push to spur growth. Without LGFVs shoring up their finances, the number of local governments falling afoul of the 10% rule could surge. S&P Global estimates that as many as 30% of prefecture-level administrative divisions may exceed that threshold at the end of this year.

Hey Guy I lost my Job today because I refused to Digitally Sign "Paperwork" from our new owner. They want to set up a new system that creates an "Elite Level" Massage Therapist where they get at least 10$ more per session , I would get 3-5$ depending on years worked there. Elite Level is based on a series of metrics like Rebook Rate, How many people buy memberships because of you, Good Ratings. It made the whole thing very Mechanical and Robotic and took the Heart out of why I got into this field in the first place, to help Heal people and work out their issues. It also creates Division among the therapists by making one level 'Elite" and a low tier. FUCK THAT I don't want to be Elite and all the pompousness that goes with it. These people don't realize the company is being run by an AI where it reduces workers to numbers on a spreadsheet. Also I got a warning for Talking about Religion and Politics at work, Fuck That Too. It is a bunch of liberal commies who are all vaxxed, most clients are vaxxed and are going to die off soon. The ones left are going to need healing and they shouldn't be trying to squeeze a few more sheckles out of them. I told them to go screw, have fun working for AI and being stuck in your negative timeline, I will be Comfy with God and my Higher Self, if they need healing call me.
