That's one of the less subjective rules. Organically spawned off-topic discussion isn't much of a concern, but if people identify that a thread is veering way off course and someone goes out of their way to continue derailing or bring up completely irrelevant topics out of the blue they'll probably have their posts deleted.

The only thing I can do is be as transparent as possible and let people decide for themselves if the way I moderate and curate post quality is to their liking. It's another reason I generally prefer jschan since you can make notes on virtually every single moderation action for the boards logs.
