No. The claim is that its half of what tariffs others got on USA given back as tariffs, but that is not what is shown.
What they are actually doing is making it proportional to export surplus/deficits, the point is just to force corps to open factories in America and incentivize local sourcing of raw materials.

Its the right prescription of tough medicine to prepare for what is coming regardless of what anyone does.
