Not exactly made up, but it was what you talked about in the usenet hacker/university forums back in those days and earlier. There is "some truth to it".
Snowcrash is known as a sort of "rough mine" of idea gems, that were later polished in many ways, such as the idea for Wikipedia, for Google Earth, lots of ideas (and jargon) behind Bitcoin came from his other book, etc...
The same applies to the philosophical ideas, they are very rough.
