There are unavoidable bottlenecks we will face due to technological development and/or financial and political systems failing and so on.
Technology that allows for total information control, gene editing, gene targeted viruses, etc... etc...

The thousands of political actors that currently exist will fall on either side of those 2 factions and converge to one of the two solutions.
Those alliances will not only respond to those bottlenecks, they will try to accelerate them with fake events (such as the pandemic) to do damage control and to get ahead from the other side and a larger slice of the cake.

Governments as we know them are completely inviable in a post 5Gwar world, so the only 2 possible arrangements are a technological class under the old oligarchy or tech leaders (new oligarchy) taking over with a new system.
