That describes FireAlpaca perfectly.
Its a compact light paint that has a good drawing engine for painting with tablets (or mouse with post-processing strokes), but ALSO has decent layer/effects and font text, unlike other drawing tools.

The blur brush tool is amazing, etc.. its a meme making machine.
