There is the difference the borg are robots, with little to no emotions as well as a collective, in a space setting rather than our world and they are mainly a weak metaphor to imperial fascism.

The stories don't even remotely try to explore similar questions, its like saying the invasion of the body snatchers is the same thing as the borg that is the same thing as Pluribus.
