Any group that wants intelligent white people to exist outside of the elite families will fit on the second umbrella, only under-people for the Empire.
You can have a low-tech society, as long as it has a contract to supply food/resources to a corporation that ensures its existence, each corporation will have very different world views, many will defend traditional life styles because of one major issue:

The natality crisis/faith crisis remains unresolved. Humanity has not yet figured out how to prevent technology from removing the meaning of human existence, or from finding new meaning in a post-technological world.

Like the Empire will "resolve this problem" with a mass cull the IQ of people and control of technological access, many corporations will have similar "return to tradition" solutions in how to manage the effects of technology.
