In a monarchy it is possible for the people to be free since there is a variety of monarchies and at least in one the people can make the decisions.
While dictatorship is essentially one format, and there is no way the people can make decisions.
However a republic can take many forms - just as monarchy - and at least in one the people can make decisions.
