They are trying to improvise and having China be their technological elite as well (instead of the united states), but its a very precarious position.

Their original plan went to shit, and the most likely end result is that the real factions (Eurasian, Islam and TechElite) will turn on the Financial Elite, and split the spoils (Europe) among them, rather than being dominated by them as was the original plan.
