We don't block providers.
It is possible that you run into an IP which is banned for various reasons - cp spam or spam - globally. Bans can be from couple of days to three months long. We lifted all range bans previously.
Another thing is the "known spammer" warning. See: >>>/operate/11813
Also board staff can issue bans too.

These posts always sound suspicious to me. I knew an Ukrainian who learnt Hungarian about a decade ago. He was a pleasant chap. I'm afraid he already died.
