The government should really help the civilians fight an insurgency. The only thing that is going to win this kind of war is if every Russian soldier and administrator is under threat 24/7 by the people they are trying to control and abuse.
Poisoning people and injuring them, damaging vehicles and equipment and setting fires is not very difficult to do.
I know it's easier said than done and fear is real, but if you are going to get arrested and tortured anyway, it's worth the risk.
