It depends on what energy is taken. Sometimes the federation develops bad factions that do evil, but those collapse over time. They also can't take away gong or virtue-based magic so those are always "allowed", this refers to the kind of magic used at lower levels than that. For example using mass rituals to control the population, or using inborn human abilities to control people's thinking. That can be blocked because it's not beyond regular human energy levels. Expect some mass movements or ideologies to collapse as a result of this.
