The US puppet government of Ukraine has already been replaced, Zelensky is dead since long, it's all being controlled by Russia. Zelensky and all his guards are all acted by literal demons from hell summoned by Russian witches. Why aren't they then calling a surrender?
I don't know exactly, but I think there are many external forces involved which would cause an "out of sync" situation if the behaviour of the Ukraine government was too odd too sudden, and then it would create two alternate realities and things would become uncontrollable.

Or, they are just playing a different game where they want NATO to send every last bullet and shell to Ukraine to bleed them dry while killing every last Ukrainian just to make sure they can't fight back later. Zelensky did appoint the worst possible supreme commander of the army, hated by everyone and known for wasting manpower in futile attacks, as well as making them fight to the last man when stuck in situations where they can't win. If you just want to kill all Ukrainians, this is the recipe. There also haven't been much gains in territory lately, which may indicate they are just holding this line in place as long as the kill ratio looks good.
