In magic you can kill someone just by thinking about them in a certain way. Is harboring bad thoughts about someone considered to be an aggressive act worthy of extermination in response? You need to determine what 'the line' is. I doubt it would be in line with justice to go around shooting everyone who looks at me funny, even if that technically is a form of psychic attack.
