To build on this post: the reason why empires are so evil, is that not only have they created the agricultural level society of "double murder" where people procreate by menstruation and mostly everyone is cast in hell, (because 4 levels to play with means any minor sin and it's over), they are now building up outside of their own nation borders, forcing previously not included people to form nations and share their karma. It's soul-genocide, basically.
