I think it's just outright the provider, I think they have to have taken some kind of measure against phoneposting in certain regions or IP ranges, it used to work fine before the slider captchas and timers. I wonder if using an email would even work, idk. Might just be terminally cursed to be PC bound, which is kinda lame.
