it's a file where you tell your OS the ips corresponding to urls so it uses those instead of asking the DNS. In UNIX based OS it's located in /etc/, in Windows you'll find it in C:\Windows\System32\drivers\etc, you'll need to run your notepad as administrator to be able to edit it and it might be hidden.
