We don't like weeds in Singapore but also not people freaking out. If there's something in your garden (providing you have a garden) that bothers others, usually a friendly chat resolves this. More of a problem are people who leave pots or dishes that gather water and serve a breeding ground for mosquitos. You'll get in trouble if you don't fix this. But it's more than a cosmetic problem and disease prevention.
