0033 - Sequential numbering (how many media was sent by that person), anyone can fake it with two phones or the will to troll people.
The file comes from a source that's not easy to track in archives.
I also noted the file signature which is not from WhatsApp since it's lacking a lot of stuff:

Weird since WhatsApp only emits images with signatures:
FF D8 FF E0 - JFIF
FF D8 FF E1 - EXIF (metadata stripped)
FF D8 FF DB - Valid but not used by WhatsApp.
