Yes IP cannot post images/media until X posts have been made. In the midst of spamming and churning through IPs it is very difficult for him to engage and maintain conversation. So if he spams text, banned. If he just spams random text, increase it to 10 posts until a user can post media. It's increasing the cost to spamming as those posts will take at least 2 minutes to post and he can be banned. Won't stop spam but makes it more difficult. Not the most efficient but it would stop immediate floods or once off image drive from a single IP spam.
