Bans, even rangebans, are generally ineffective on imageboards due to VPNs. The user can spin up a new IP, blend in and keep posting. The thing with nuro though is that he only comes here for the attention. He needs to identify himself to get this attention at which point he can be banned.
If the effort to ban him is sustained and there is a prohibition on interacting with his posts (dickriding/provocation) other than reporting them, then even he will eventually give up and move on to discord.
