If it is clear the poster is using an international flag/outside of Australia, the narrow range should be enough. You could make this easier to detect by renaming the name of the Australia flag to Australian. It would still look the same but on hover it would be different. Making that change might also break the site for a while.

Only use the narrow range if the hashes look similar (i.e., using the same proxy provider to rotate). Only do that if the banned user keeps returning instantly during floods of spam (i.e., a set of IPs using the same infrastructure). Otherwise, just ban individually.

The wide or narrow bans are more difficult to track.
