It is possible to request changes. Captcha isn't required for deletion. I know I filled it for a year back then. For bans yes it is needed - I have ambivalent feelings about it, the inconvenience helped a lot to think if a post deserves a ban or not, on the other hand some clearly deserves and it's in the way. Still we won't change this practice.
