Whoever has air superiority tends to do the most damage, although it's still not guaranteed they will win the war. Wars often rely on public support, if moral and confidence is lost then no amount of damage they do will lead to any victory, only growing resentment and untold future consequences. This is what America has experienced from our endless wars and the debt insolvency it created.
