Close, it does mean "foreign", but it's only a prefix so it doesn't mean a love of on its own.
For it to be what you thought it was, it would have to be followed with the suffix "phile", making it xenophile.
It could equally mean xenophobe, for a hatred of foreigners, or xenomorph for a foreign body shape or "alien".
