It's a matter of money. They can vacuum up 80% of the talent in the peloton and then distribute them to every professional race on the calendar.
Meanwhile some teams cannot sign enough good riders to have a strong squad for a single race.

I think restricting the amount of .1 races a WT team can participate in is not a terrible idea.
