it's usually a mix, but they never do like the Alpe or anything because it was just be a w/kg-fest rather than a tactical/team race which is what they try to make ZRL.

Plus they mix in scratch races in which you get points for either being one of first riders across the line of a segment (FAL) or points for being fastest thru the segment (FTS) so there's a lot of variety in racing
