In the quoted line he just says Western European politicians are hypocrites. That's it. You are trying to read to much into that. And Schröder didn't talk about "western virtues", but the "europan values" EU top dogs so fond of belching. It supposedly means the human rights and scientific method and such, not traditional and/or Christian values, but as you pointed out (and what was Schröder's point too) they're just hypocrites.
