Number of "observer states"... uhh... oberves(?) this organizationm whatever the fuck this means, I assume it's some kind of entry, hallway, waiting room. One of them is Afhganistan since 2012. Maybe keeping this status is another brick in the international recognition of the Taliban state. And maybe a point for Russia and Chine where they can involve Afghanistan, and weave it into the region and the plans.
