Similar to the Russopherenia/Shrödinger's Russia on the Hungary a new dichotomy arose in the governmental communication: Schrödinger's Europe. It was already forming but I think Rubio's visit in Münich and Budapest gave it a final push.
It's the view that Europe prepares for war with massive rearmament and remilitarization and wants to go to war against Russia while dodging rearmament as NATO demands at the same time.
The difference is that they actually noticed the contrary nature of the two statements and they try to bridge it (occasionally) by claiming they are doing it wrong.
