I don't think you can do that, as in I think if you disable biters you will not be able to get achis, but I might be wrong, haven't checked it on every single version of the game.
You can on the other hand change most of the sliders and the achievements will not get disabled, in which way you could theoretically make it so that the biters are a non-issue.
