Yeap, this exactly.

From the completely unrelated news, there's been an "anonymous" petition to our parliament to implement the so called "bull tax", basically our common name for the tax that would only apply to the childless people (over 30 in this specific implementation) or also in this one to people that have only one kid (100% more to be paid into the retirement fund for 0 kids, 50% for 1 kid).
Else somebody is trying to underhandedly undermine the current ruling party (they really don't need any help with that, I think the current head of the parliament has one of the lowest approval ratings EVER) or they're actively retarded since the obvious result of such a policy would be… You know… People over 30 leaving the country? Since they don't have children? So they can emigrate…
Love the idea though, very nice, let's bring back one of the most retarded tax policies EXPLICITLY (since implicitly you still pay that kind of tax as a single person through the various tax reductions for families) (some people are just dumb as bricks though)
